David Marshall, Ph.D., APR

Dr. David Marshall, APR, is Professor and Chair of the Department of Strategic Communication in the School of Global Journalism & Communication at Morgan State University.

By trade, Marshall is a journalist who spent two decades working as a television news anchor, reporter, producer and writer with posts in New York, Philadelphia and Baltimore. He has served in a variety of capacities in academia, including as a professor, department chair, dean and academic vice president. He is a past president of International College of Cayman Islands.

Marshall has been active in PRSA since joining in 2018 and earned his APR in 2019. He currently serves on the Educational Affairs Committee and is the immediate past president of PRSA Maryland Chapter, where he served the local board in a variety of capacities, including nominations chair, and as a member of the awards committee and membership committee.

He is the co-advisor of Morgan State University’s PRSSA Chapter, which has had back-to-back Gold Key Award winners and was honored as a Star Chapter in 2021. Last year, PRSA awarded Morgan State University's Strategic Communication department the Certification in Education in Public Relations, making it the first HBCU in the nation to earn the credential. PRNEWS recognized the department's outstanding career outcomes for students by naming it to the 2022 Education A-list and in 2021, Marshall was named HBCU Educator of The Year by the publication. He was also honored by PRSA Maryland as Educator of the Year in 2019.

Marshall is a DEI consultant to a variety of organizations and is widely sought out as a speaker and consultant in the area of assessment of educational outcomes.

He is a proud alumnus of Morgan State University, earning a bachelor’s degree in religious studies. He earned his Master of Journalism and Ph.D. in mass media and communications from Temple University.
